Substance Abuse Treatment Services
Effective July 1, 2013, PerformCare began authorizing youth who meet specific criteria to receive substance abuse treatment services from a limited number of providers who are contracted with the Department of Children and Families (DCF), New Jersey Children's System of Care (CSOC) without charge. While the list of providers is currently limited, it will expand over time.
Knowing where to go for help if you have a substance abuse problem can be challenging. Starting July 1, Performcare New Jersey made the very important step - reachng out for help - easier fo youth and their families.
The following frequently asked questions are designed to help you understand how PerformCare can connect you to the help you need.
Who is eligible to receive services?
Youth/families may apply by calling PerformCare at 877-652-7624. We recommend calling us when you are with the individual referring you, such as your DCP&P case worker, Juvenile Court agent, designated county substance abuse coordinators, Care Management Organization (CMO/UCM), or contracted substance abuse treatment provider. This allows us to verify your status with the individual and give you the information you n eed to obtain an assessment. DCP&P, CMO, and youth/families may also contact one of the 15 contracted substance abuse treatment providers directly to seek services. The substance abuse treatment provider would need to call us to verify eligibility and obtain authorization befor e proceeding with the service.
What happens if I do not qualify for substance abuse treatment services through PerformCare?
PerformCare will provide you with information and Referral (I&R) to other substance abuse treatment resources within New Jersey.
What is PerformCare's role in managing substance abuse treatment services?
Performcare is the Contracted Systems Administrator (CSA) for the CSOC. We're available 24 hurs, 7 days per week for youth and families experiencing behavioral, emotional, developmental/intellectual disability, and/or substance abuse treatment needs. We're the front door to a full array of services for New Jersey's youth: a single point of entry for all.
Through one simple telephone call, licensed clinicians are available to provide youth and their families with information and referrals based upon immediate needs. Some referrals include authorization of services for treatment funded by CSOC. PerformCare is authorized to make referrals for substance abuse assessments as well as some outpatient and out of home (residential ) treatment programs throughout New Jersey. We can provide assistance, information, and referral to any youth and family that calls, regardless of eligibility.
What type of substance abuse treatment (SAT) services do you authorize?
We currently authorize eligible youth to one of 15 community-based programs that provide services including outpatient, intensive outpatient, partial care, and long-term or short-term out of home (residential) treatment. All services are authorized based on clinical criteria. PerformCare also authorizes Needs Bio Psychosocial Assessments which may be completed by a dually-credentialed intensive-in-Community (IIC) evaluator or a contracted substance abuse treatment provider.
What if I need detoxification treatment?
PerformCare will conduct a screening to determine if there is a need for detoxificaiton treatment. If a need exists, PerformCare works with you to make the appropriate referral.
Do you accept court-ordered youth?
Yes. We will arrange for a substance abuse assessment to determine what intensity of service will meet the needs of the individual youth. Youth involved with juvenile court can be referred directly by their county's identified court agent
What type of treatment is offered?
Performcare authorizes community-based substance abuse treatment services, which include outpatient, intensive outpatient, and partial care treatment, as well as short and long-term out of home (residential) treatment. Service consideration is based upon the American Society of Addiction Medicine (ASAM) criteria, also known as the ASAM patient placement criteria. ASAM is the most widely used and comprehensive set of guidelines for treatment, continued stay, and transfer/discharge of individuals with addiction and co-occurring conditions. Upon assessment, a youth may also qualify for an array of behavioral health and/or IDD (Intellectual/Developmental Disability) services authorized through PerformCare.
Does PerformCare provide treatmen services directly?
No. We connect children, youth and young adults to treatment.
What age range is covered?
Youth age 13 and up until their 18th birthday may qualify for substance abuse treatment s ervices through PerformCare.
What services are available if I am 18 or older?
We can provide referral information of services available throughout the state.

How long will these services last?
The length of service depends upon your need for treatment and qualifying clinical criteria. Upon receiving services, your treatment will be reviewed on a regular basis by a licensed clinicial at PerformCare in order to determine if there is a continued need for treatment.
Are these services voluntary?
Yes, you must consent to substance abuse treatment services, unless court-ordered. For specific information regarding consent, pelase speak with the substance abuse treatment provider that you are referred to.

Can I choose my own provider for a funded service?
Yes. Choice will be limited to the 15 providers contracted with CSOC. Youth will be able to choose from providers that are available closest to their geographical area.
If I use the services provided, will my information be kept confidential?
Absolutely. PerformCare complies with confidentiality and privacy regulations of the Health Insurance Protability and Accountability Act (HIPAA) as well as the requirements set forth in 42 CFR Part 2, which addresses the confidentiality of alcohol and drug abuse records.
Who will have access to my information?
Youth are requirred to compelte a consent form which specifies who may access the youth's substance abuse assessment and treatment information. Generally, the consent will permit access to PerformCare, the treatment provider, and any entity that is providing care management. Such access is limited to the information that the party needs in order to provide or arrange for the provision of services. This standard consent form is available on PerformCare's website on the Forms Page
How do I revoke or revise my consent for the release of information?
The youth should speak with their treatment provider to revoke a previously signed consent or revise the breadth of the consent. A revocation will not apply to information that has already been disclosed based upon a previous consent. When consent is revoked, the provider is responsible to take necessary action to revoke access of the information. The youth may complete a new consent form at any time thorugh their provider or obtain the form from PerformCare's website and send by mail or fax to PerformCare or the provider.
Why do I have to register with PerformCare?
PerformCare maintains an electronic service record that relies on accurate, up to date demographic and other pertinent information about the youth for purposes of assessment, referral, and authorization. This information also allows us to contact you and mail correspondence to you regarding any authorization of services for your records.
Can I use (are ther any) out-of-state substance abuse treatment services?
No. CSOC does not contract with out-of-state substance abuse treatment services. you may access out-of-state services through private pay or private insurance.
